Sustainability & Social Value in Traffic Management

IRSS designs reusable, recyclable bagging-off systems that cut single-use plastic, remove working-at-height risk and deliver measurable social value — manufactured in Liverpool and trusted by UK councils, contractors, Heathrow and Siemens Rail.

Sustainable traffic management means eliminating waste and risk at the same time.

Every CoverMe cover replaces hundreds of single-use plastic bags, removes a ladder climb, and is designed to be returned, recycled and remade at end of life. This page sets out IRSS's environmental impact, circular economy model, net zero contribution, and the social value councils can count in procurement — with the case studies, calculators and data to back it up.

Environmental Impact

Reusable by Design

Every CoverMe cover is engineered for hundreds of deployments, replacing single-use plastic sheeting, tape and bin bags on every cycle.

Recyclable Materials

Covers are manufactured from recyclable materials, so nothing is destined for landfill.

Fewer Vehicle Movements

Under-60-second ground-level deployment means fewer crew visits, less plant — no MEWPs — and lower scheme emissions.

Local Manufacturing

Made in Liverpool with local suppliers wherever possible, cutting freight miles and supporting British manufacturing.

Circular Economy

IRSS is building a closed loop for its products — the circular economy in practice, not on paper, with waste designed out of the product lifecycle from the start.

1

Manufacture — covers made in Liverpool from recyclable materials

2

Use — hundreds of deployments per cover across schemes and programmes

3

Return — take-back scheme: customers return covers at end of life

4

Remake — materials recycled into new products, closing the loop

Net Zero

Highway authorities carry net zero targets — and suppliers must help them get there. IRSS contributes by reducing scheme vehicle movements and plant use (no MEWP mobilisations for covering tasks), manufacturing locally to cut transport emissions, extending product life to cut embodied carbon per deployment, and planting a tree for every product purchased — trees that capture carbon and provide fruit, food security and income for families in underprivileged villages.

Plastic Reduction

Traditional bagging off consumes single-use plastic on an industrial scale: sheeting and tape on every signal head, sign and lantern, on every phase of every scheme, binned after each use. The UK Government has restricted single-use plastics precisely because of this kind of avoidable waste.

Doncaster Council cut its single-use plastic by switching to IRSS reusable covers — one authority, one product change, a permanent reduction.

Working at Height Benefits

Sustainability includes people. HSE figures for 2024/25 record 35 worker deaths from falls from height — 28% of all workplace fatalities. CoverMe removes the ladder entirely: covers deploy from ground level in under 60 seconds, eliminating fall risk at the top of the HSE hierarchy of control.

Safer work is the social dimension of sustainable procurement.

Social Value

Safer Jobs

Ladder-free working protects operatives on every scheme.

Local Employment

Liverpool manufacturing supports local jobs and suppliers.

Global Community Benefit

One tree planted per product purchased, supporting food security and income in underprivileged villages.

Industry Standards

Founder Peter Hoban co-authored the ARTSM national guidance on bagging off, raising safety standards across the sector.

"No requirement for ladder training… made from recycled materials and reusable… what a great product!"

Council Procurement & Social Value Scoring

Since PPN 06/20, social value carries a minimum 10% weighting in central government procurement, and most councils apply social value criteria in highways frameworks. Specifying reusable, ladder-free covering systems lets authorities evidence:

Calculators and case studies quantify each claim in tender responses. IRSS can support procurement teams with data for social value submissions.

Frequently Asked Questions

How does IRSS reduce single-use plastic?

Every reusable CoverMe cover replaces the plastic sheeting, tape or bin bags traditionally used to bag off signals, signs and lanterns — hundreds of single-use items avoided per cover over its life. Doncaster Council cut its single-use plastic this way.

What is the IRSS take-back scheme?

At end of life, customers return covers to IRSS. The materials are recycled and remade into new products, closing the loop and keeping covers out of landfill.

How do IRSS products support council social value requirements?

Reusable, ladder-free covers give authorities quantifiable evidence for social value scoring under PPN 06/20 and local frameworks: plastic and carbon reduction, safer working conditions, and support for UK manufacturing — backed by case studies and calculators.

Where are IRSS products made?

In Liverpool, UK, using local suppliers wherever possible — supporting British manufacturing and reducing transport emissions.

Does IRSS really plant a tree for every product sold?

Yes. For every product purchased, IRSS plants a tree in an underprivileged community. The trees capture carbon and provide fruit that supports food security and local income.
